Poor patients will soon get free treatment at the country’s premier medical institute without having to run from pillar to post. The Institute Body of All India Institute of Medical Sciences (AIIMS) on Monday decided to give free treatment to all BPL card holders. AIIMS has been asked to prepare a proposal and submit it to the Union Health Ministry for sanction of funds under the plan head for the next financial year. The meeting was chaired by Union Minister for Health and Family Welfare Ghulam Nabi Azad.

“Currently, poor patients can avail free treatment at AIIMS only if they apply for funding from the National Illness Fund, which is a long-drawn process. The idea is to simplify it so that poor can be treated free of cost at AIIMS in the same way it is done at Ram Manohar Lohia and Safdarjung hospitals,” said an official who was present at the meeting.

For now, the treatment of BPL patients will be paid for by the Union Health Ministry, but if the future plans of the Planning Commission fructify, AIIMS may be able to cross subsidise the treatment of poor patients by generating revenue through a variety of means including leasing of space for para-clinical facilities and rationalisation of user charges, sources said.

A decision was also taken to form a committee comprising faculty members to ensure that there were no incidents of caste harassment in the institute. AIIMS had witnessed recurrent allegations of casteism in the students’ hostel and against staff members belonging to scheduled castes and scheduled tribes in the past.

In January and March, the Look Good…Feel Better program will be offered to residents of Bureau County and surrounding areas.

This free program is a joint effort between the American Cancer Society, the National Cosmetology Association and the Personal Care Products Council Foundation that teaches beauty techniques to women who are actively undergoing cancer treatment to help them combat the appearance-related side effects of radiation and chemotherapy. The session is free, but registration is requested to ensure the proper make-up kit and materials are available for each participant.

The next session will be from 10 a.m. to noon Jan. 23 at St. Margaret’s Hospital in Spring Valley. The program will also be offered from 10 a.m. to noon March 19 at Perry Memorial Hospital in Princeton. Pakistani Region Tackling Hepatitis C With Free Treatment

The free treatment will be offered on a first-come, first-served basis.

The government of Pakistan's northwestern Khyber Pakhtunkhwa Province is offering free treatment for hepatitis C patients for families with lower incomes, RFE/RL's Radio Mashaal reports.

Khyber Pakhtunkhwa Information Minister Mian Iftikhar told RFE/RL that the regional government allocated 500 million rupees ($5.8 million) for the anti-hepatitis C program in last year's budget.

But Iftikhar said only 200 million rupees was spent, primarily due to bureaucratic hurdles for users that have since been changed.

He added that the remaining balance from 2010 plus this year's budgeted funds will be used to pay for the free hepatitis C program this year.

"800 million rupees will be spent on hepatitis C patients during the current year, and the treatment will be on a first-come, first-served basis," he said.

The government used to provide free treatment to hepatitis C patients under its Benazir Income Support Program, but it was not as effective as it could have been because a largely illiterate population could not cope with the paperwork required to be treated.

Bu the government has since removed the long procedure of filling out forms in order to register for the free treatment.

Liaqat, a resident of the town of Mardan in Khyber Pakhtunkhwa, maintained that the cost of the treatment used to be so high that local people could not afford it.

"Thank God that we have no problem [with paying] now," he said. "One injection costs 13,000 rupees ($150), but we are getting it free of charge now."

Abdul Khalil, a senior doctor at the Lady Reading Hospital, the largest hospital in Peshawar, told Radio Mashaal that they are providing free treatment to all hepatitis C patients.

He said 960 hepatitis C patients were treated at the hospital last year and the clinic has enough medicine to treat 2,000 patients this year.

Hepatitis C is a major problem in Khyber Pakhtunkhwa Province, which has a population of some 21 million.

Speaking at an awareness seminar at the Dow University of Health and Sciences (DUHS), nuclear scientist Dr Abdul Qadeer Khan has called for the provision of free psychiatric treatment and assistance to all public sector hospitals in the country, as mental health issues and psychiatric illnesses were on the rise.

“Unfortunately, the provision of psychiatric treatment is ignored at most medical educational institutes in the country despite the fact that psychiatric and mental health issues are on the rise in the society due to poverty, law and order and economic problems” he said.

The seminar was jointly organized by Institute of Behavioral Sciences (IBS), Karachi, and the DUHS to create awareness about psychiatric issues and modern developments in the field of psychiatry.

Dr AQ Khan said that Karachiites were more likely to suffer psychiatric disorders than other Pakistanis because of economic problems and the pace of life in the city. IBS Karachi has been providing quality psychiatric services and medicines to poor patients free of cost.

Dr AQ Khan also highlighted the role of media in creating awareness about mental health issues. He pointed out that in a society where mental health is considered as a taboo, the media plays an important role in sensitising people to mental disorders and highlighting the importance of seeking psychiatric assistance for such illnesses from qualified psychiatrists.

Dr Khan also called for close cooperation between the IBS Karachi and the DUHS for establishing educational activities at the IBS.

Such activities would facilitate research in psychiatry and modern medicinal techniques, both of which are essential for the treatment of mental health issues.

associate Professor of Psychiatry at Civil Hospital Karachi, who stated that psychiatry is the field devoted to the study and treatment of mental disorders.

These mental disorders include various affective, behavioral, cognitive and perceptual abnormalities.

“In Pakistan, there is a large number of people suffering from psychiatric illness but over 90 percent of these patients prefer not to seek psychiatric treatment,” he informed the audience. He added that some 30 percent of psychiatric patients have symptoms that still unexplained by scientific medicine.

He maintained that hypertension or high blood pressure is also a psychological symptom which creates more complications for the patients.

“Hostility towards patients with psychiatric illnesses or symptoms should be avoided at all costs during the course of treatment” he advised, while asking the media to help rid perception that mental disorders were incurable.

Dr Rehman observed that a mental disorder is not like a headache, flu or cough, which one can get rid of by taking medicines for a few days.

“All psychiatric disorders are not psychosis, which is acute form of mental illness” he said.

Other who spoke on the occasion included, Senator Haseeb Khan, Vice-Chancellor, DUHS Prof. Masood Hameed Khan, Dr Ishaq Sarhandi and Dr Iqbal Pirzada.

5000 feet and clinics accessible to all

The Bangladesh Sustainable Clubfoot Programme now has more than 5000 feet under correction as part of its country-wide programme. Walk for Life works with partners such as the Ministry of Health (Government of Bangladesh), Zero clubfoot and others to provide clinics throughout the country that are accessible to the majority of the population. By 2012 their aim is that no family in Bangladesh should have to travel more than 60 Km to get treatment for their child’s clubfoot. Disseminating clinics in this way should make adherence with the treatment regime much easier for families; it has been well documented that in under-resourced nations travel time and costs are one of the main barriers for parents seeking treatment for their children.

This graph shows how the number of children attending clinics for clubfoot children has increased over the lifetime of the programme. The steady increase in numbers reflects increasing awareness about clubfoot, ability to access clinical services and implies a sense of trust in the services provided. The number of feet under Ponseti treatment is now more than 5000!

MOU with Ministry of Health

An MOU has now been signed with the government of Bangladesh to establish strong working relationships between the Ministry of Health and partners involved in the clubfoot programme and to eliminate clubfoot from the country as a life-long disability. Clubfoot correction through Walk for Life’s programme is now included in the 5-year operational health plan for Bangladesh – a great step forward for the work there.

Ibrahim, a 3-year old boy born with clubfoot in a slum of Dhaka is one child who benefitted from the free care offered by Walk for Life:

‘When Ibrahim(now 3 years) was born in Dhaka slum, his parents hoped that their son’s deformed feet would correct itself as he grew older. But then, their second child, Forida(8 months) was also born with clubfoot. This time their father, Firoz( a rickshaw-puller living hand-to-mouth) borrowed money to correct Forida’s feet anticipating the difficulty of marrying off a disabled daughter in future. However, they could not find enough money to buy braces after the initial correction by casting. Without braces being worn there is a 90% chance of relapse.

Japan-Bangladesh Friendship Hospital in Dhaka, Bangladesh is offering free treatments to the Freedom-Fighters in the country to show honor and respect to the Freedom-fighters of Bangladesh and in remembrance of the deceased renowned film-maker Tarek Masud and a reputed journalist Mishuk Muneer,.

The hospital started a special unit to provide free healthcare for the freedom-fighters since July 9, 2011. Over 300 freedom-fighters have already received treatment and 11 are admitted in the hospital and receiving treatment.

Japan-BD Friendship Hospital has decided to spend a total sum of 1,50,000 BDT (Approx. 2000 USD) for the medical expense of one Abu Taher, a freedom-fighter. Abu Taher hails from the Chittagong District of Bangladesh. Heart-patient Taher is being treated under Dr. M.A Baki.

The hospital also decided to provide complete free treatment to one person every year to show honor to the recently deceased film-maker and a newsman.

A program was held on August 23, 2011 at 4 pm (local time) in Dhaka to mark this event. Cancer specialist Professor Dr. A.B.M.F Karim, Heart specialist Dr. M.A Baqi, Japan-BD Friendship Hospital Finance Director Sardar A. Razzak were present at the event.

The program was supervised by the hospital chairman, renowned pain specialist Professor Dr. Jonaid Shafiq, Managing Director of the hospital, Laparoscopic specialist Prof. Dr. Sardar A. Nayeem.

Bangladesh: What Point-of-Use Water Treatment Products Do Consumers Use?

Background: There is evidence that household point-of-use (POU) water treatment products can reduce the enormous burden of water-borne illness. Nevertheless, adoption among the global poor is very low, and little evidence exists on why.

Methods: We gave 600 households in poor communities in Dhaka, Bangladesh randomly-ordered two-month free trials of four water treatment products: dilute liquid chlorine (sodium hypochlorite solution, marketed locally as Water Guard), sodium dichloroisocyanurate tablets (branded as Aquatabs), a combined flocculant-disinfectant powdered mixture (the PUR Purifier of Water), and a silver-coated ceramic siphon filter. Consumers also received education on the dangers of untreated drinking water. We measured which products consumers used with self-reports, observation (for the filter), and chlorine tests (for the other products). We also measured drinking water’s contamination with E. coli (compared to 200 control households).

Findings: Households reported highest usage of the filter, although no product had even 30% usage. E. coli concentrations in stored drinking water were generally lowest when households had Water Guard. Households that self-reported product usage had large reductions in E. coli concentrations with any product as compared to controls.

Conclusion: Traditional arguments for the low adoption of POU products focus on affordability, consumers’ lack of information about germs and the dangers of unsafe water, and specific products not meshing with a household’s preferences. In this study we provided free trials, repeated informational messages explaining the dangers of untreated water, and a variety of product designs. The low usage of all products despite such efforts makes clear that important barriers exist beyond cost, information, and variation among these four product designs. Without a better understanding of the choices and aspirations of the target end-users, household-based water treatment is unlikely to reduce morbidity and mortality substantially in urban Bangladesh and similar populations.

জন্মগত ঠোঁট ও তালুকাটা ছেলেমেয়ে যারা খাওয়া-দাওয়া , কথা বলা, দাঁতের অসুবিধা , পড়াশুনা চালিয়ে যাওয়া ,সামাজিক আচার অনুষ্ঠানে যোগদান কিংবা বিয়ে দেয়ার ক্ষেত্রে নানা প্রতিবন্ধকতার সম্মুখীন হয় , তাদের মুখে হাসি ফিরিয়ে আনতে ১০ জুলাই ২০০১ সাল থেকে নগরীর জাকির হোসেন রোডের লায়ন মোখলেছুর রহমান প্লাস্টিক সার্জারি হাসপাতালে বিনামূল্যে অস্ত্রোপচার কর্মসূচি চলে আসছে। জানা গেছে, এ হাসপাতালে প্রতি সপ্তাহে দু’দিন সোম ও মঙ্গলবার জন্মগত ঠোঁট ও তালুকাটা দুস্থ রোগীদের অস্ত্রোপচার করা হয়ে থাকে। সেবা প্রতিষ্ঠান দি স্মাইল ট্রেইন এ অস্ত্রোপচার কর্মসূচিতে আর্থিক সহায়তায় করছে। ৩০ শয্যাবিশিষ্ট ও দু’টি সম্পূর্ণ শীতাতপ নিয়ন্ত্রিত অত্যাধুনিক অপারেশন থিয়েটার সম্বলিত এ হাসপাতালে রোগীদের জন্য নানা সুযোগ সুবিধা রয়েছে। হাসপাতালের প্রধান নির্বাহী এটিএম নুরুল আলম জানান, সরকারের কোন অনুমোদন ছাড়াই ২০০১ সাল থেকে এ পর্যন্ত এ হাসপাতালে প্রায় ৪ হাজার দুস্থ রোগীকে বিনামূল্যে অস্ত্রোপচার করা হয়েছে। তিনি বলেন, আমরা আমাদের সামাজিক দায়বদ্ধতা থেকে সমাজের অবহেলিত এসব ঠোঁট ও তালুকাটা রোগীদের বিনামূল্যে এ চিকিৎসা সেবা দিচ্ছি।

প্রথম মানসিক চিকিৎসা: বিনামূল্যে রোগীদের চিকিৎসা সেবা প্রদান

একাদশ শতকে ইসলামী হাসপাতালগুলোতে মানসিক রোগীর চিকিৎসার জন্য আলাদা বিশেষ ওয়ার্ড থাকত। সে সময়ও মুসলমান চিকিৎসকবৃন্দ রোগীর অসুস্থতাকে রোগ হিসেবেই চিহ্নিত করতেন এবং রোগীকে মানবিক সেবা প্রদান করতেন। অথচ সমসাময়িক সময়ে ইউরোপে তাদের প্রচলিত প্রথানুযায়ী চরম অমানবিক যে কাজটি করতো তাহলো রোগীকে জীবন্ত অগ্নিদগ্ধ করা হত। মুসলমান চিকিৎসকবৃন্দ মানসিক রোগীদের উপশমের যাবতীয় ব্যবস্থা গ্রহন করতেন। এমনকি মুসলমান চিকিৎসকবৃন্দ মানসিক রোগীদের প্রয়োজনীয় মানবিক সেবার পাশাপাশি ঔষধ এবং সাইকোথেরাপিও প্রদান করতেন যা ইতিহাসে প্রথম। প্রতিটি প্রধান ইসলামী শহরে একটি করে মানসিক রোগীর সেবাকেন্দ্র থাকত যেখানে বিনামূল্যে রোগীদের চিকিৎসা সেবা প্রদান করা হত। বস্তুতপক্ষে বর্তমান চিকিৎসা কাঠামোর তুলনায় সে সময়কার ইসলামী ব্যবস্থাপনায় মানসিক রোগীর চিকিৎসা পদ্ধতিটি অনেক বেশী মানবিক ও কার্যকরী ছিল। এরপরেও যদি বলা হয় ১৭৯৩ ঈসায়ীতে তথাকথিত ফিলিপ পিনেল ফ্রান্সে মানসিক রোগীর সেবা কেন্দ্র পরিচালনার মাধ্যমে প্রথম চিকিৎসা দিয়ে মানসিক রোগ সারানোর পদ্ধতির আধুনিকীকরণ করে। তাহলে বিষয়টি কত বড় মিথ্যাচার হিসেবে সাব্যস্ত হয়?

কোথায় পাবেন মনোবৈজ্ঞানিক চিকিৎসা (সাইকোথেরাপী)? বাংলাদেশের পরিপ্রেক্ষিতে চিকিৎসা মনোবিজ্ঞান বিষয়টি এবং চিকিৎসা মনোবৈজ্ঞানিক সেবা অপেক্ষাকৃত নতুন ধারণা। দেশের অগণিত শিক্ষিত এবং অশিক্ষিত সমাজ এই বিষয় সম্পর্কে এখনো সুস্পষ্টভাবে জানে না। জটিল মানসিক রোগের পাশাপাশি সুস্থ স্বাভাবিক মানুষের মাঝে অনেক ধরনের মানসিক সমস্যা বিদ্যমান থাকে এবং এই সমস্যাগুলো সমাধানের উদ্দেশ্যেই সাইকোথেরাপীর জন্ম। বর্তমানে বেশ কিছু প্রতিষ্ঠানে চিকিৎসা মনোবিজ্ঞানীরা অধিকতর সফলতার সাথে কাজ করে যাচ্ছেন এবং উত্তরোত্তর এর পদচারনা বৃদ্ধি পাচ্ছে। তাই সবার প্রয়োজনেই জেনে নেয়া যাক কোথায় পেতে পারেন এই চিকিৎসা?

১) বঙ্গবন্ধু শেখ মুজিব মেডিক্যাল বিশ্ববিদ্যালয় (Old IPGMR) হাসপাতালটির ডি ব্লকের ১২ তলায় অবস্থিত মনোরোগবিদ্যা বিভাগে সপ্তাহে ছয়দিন (শুক্রবার ও সরকারী ছুটির দিন ব্যতীত) সকাল ৮টা হতে দুপুর ২টা পর্যন্ত সাইকোথেরাপী চলছে। উক্ত বিভাগের সাইক্রিয়াট্রি উয়িং-এ চিকিৎসা মনোবিজ্ঞানীরা বহিবির্ভাগ থেকে পাঠানো রোগীদের সেবা দিয়ে যাচ্ছেন। প্রতি সোমবার ১০টায় এলোকেশন মিটিং-এর মধ্য দিয়ে যে কোন প্রাপ্ত বয়স্ক ও শিশুকে নির্দিষ্ট থেরাপী-এর অধীনে দেয়া হয়। এখানে একক থেরাপী ছাড়াও রিলাক্সেশন গ্রুপ, সোশ্যাল স্কিল ট্রেনিং এবং গ্রুপ থেরাপী প্রদান করা হয়।

বঙ্গবন্ধু শেখ মুজিব মেডিক্যাল বিশ্ববিদ্যালয়ের পেডিয়াট্রিক বিভাগ: শিশুদের জন্য প্রতি বুধবার মনোবৈজ্ঞানিক চিকিৎসার ব্যবস্থা রয়েছে। শনি, রবি এবং সোমবার শিশুদেরকে নিয়ে নিউরোলজিক্যাল সমস্যার জন্য ডাক্তারদের কাছে আসা হয়। ডাক্তাররা প্রয়োজন ও সমস্যা অনুযায়ী সাইকোথেরাপীস্টের কাছে তাদের পাঠিয়ে থাকেন।

২) জাতীয় মানসিক স্বাস্থ্য ইনস্টিটিউট (NIMH) ঢাকার শেরে বাংলা নগরে অবস্থিত (শ্যামলীর শিশু মেলা এবং কিডনি ইনস্টিটিউটের মাঝে) ১৫০ শয্যা বিশিষ্ট এই সরকারী মানসিক হাসপাতালটিতে ইনডোর এবং আউটডোর বিভাগে সকল বয়সী মানুষের বিনামূল্যে/স্বল্পমূল্যে মানসিক চিকিৎসার ব্যবস্থা রয়েছে। এই হাসপাতালের সাইকোথেরাপী বিভাগ হতে যে কেউ মনোবৈজ্ঞানিক সেবা নিতে পারেন।

৩) ন্যাশনাল ট্রমা কাউন্সেলিং সেন্টার (NTCC) বাংলাদেশ সরকারের মহিলা ও শিশু বিষয়ক মন্ত্রণালয় কর্তৃক বাস্তবায়নাধীন, নারী নির্যাতন প্রতিরোধকল্পে মাল্টি-সেক্টরাল প্রোগ্রাম-এর আওতায় ন্যাশনাল ট্রমা কাউন্সেলিং সেন্টারে মূলত নির্যাতিত নারী ও শিশুদের মনোবৈজ্ঞানিক সেবা প্রদান করা হয। এখানে যে কোন ধরনের নির্যাতনের (শারীরিক/মানসিক/যৈান/আবেগীয়) শিকারগ্রস্থ নারী ও শিশুদের সম্পূর্ণ বিনামূল্যে সাইকোথেরাপী প্রদান করা হয়। নির্যাতন ছাড়া অন্য যে কোন প্রকার মানসিক সমস্যাজনিত কারণেও উক্ত সেবা প্রদান করা হয়ে থাকে। এই সেবাব্যবস্থা সপ্তাহের শুক্র ও শনিবার সহ যে কোন সরকারী ছুটির দিন ব্যতীত অন্যদিনগুলোতে সকাল ৯টা থেকে ৫টা পর্যন্ত অব্যাহত থাকে। প্রতিষ্ঠানটির ঠিকানা: মহিলা বিষয়ক অধিদপ্তর ভবন (৪র্থ তলা); ৩৭/৩, ইস্কাটন গার্ডেন রোড; ঢাকা-১০০০। ফোন:৮৩২১৮২৫; মোবাইল: ০১৭১৩১৭৭১৭৫

৪) ঢাকা বিশ্ববিদ্যালয় ছাত্র ও পরামর্শদান কেন্দ্র (TSC) শুক্র বার ব্যতীত সপ্তাহে ছয়দিন সকাল ৯.৩০টা থেকে ৪.৩০টা পর্যন্ত শুধুমাত্র বিশ্ববিদ্যালয়ের ছাত্র-ছাত্রীদের জন্য বিনামূল্যে মনোবৈজ্ঞানিক সুচিকিৎসার ব্যাবস্থা রযেছে।

৫) আইসিডিডিআরবি (ICDDRB) মহাখালীতে অবস্থিত এই হাসপাতালটির জাগরীতে এইচআইভি টেস্টিং এবং কাউন্সেলিং-এর ব্যবস্থা আছে। এছাড়াও এইচআইভি আক্রান্ত ব্যক্তিদের জাগরী ওয়ার্ডে ভর্তি রেখে চিকিৎসা প্রদান করা হয়। এখানে ইনডোর এবং আউটডোর বিভাগে বিনামূল্যে কাউন্সেলিং দেয়া হয়। শুক্রবার ও শনিবার ছাড়া সপ্তাহে প্রতিদিন সকাল ৮.৩০ থেকে এর কার্যক্রম অব্যাহত থাকে বিকাল ৫টা পর্যন্ত।

৬) ঢাক কমিউনিটি মেডিক্যাল কলেজ ও হাসপাতাল সপ্তাহের মঙ্গল, বুধ ও বৃহস্পতিবার এখানে সকাল ৯টা থেকে দুপুর ১টা পর্যন্ত মনোবৈজ্ঞানিক সেবা দেয়া হয়। এখানে সকল বয়সী রোগীর জন্য মনোবৈজ্ঞানিক চিকিৎসা ব্যবস্থা রয়েছে। হাসপাতালটির ঠিকানা: ১৯০/১, বড় মগবাজার ওয়্যারলেস রেলগেট, ঢাকা-১২১৭।

৭) বরিশাল মেডিক্যাল কলেজ হাসপাতাল এই হাসপাতালের শিশু বিকাশ কিনিকে শিশুদের মানসিক ও আচরণগত সমস্যার জন্য সাইকোথেরাপী দেয়া হয়।

৮) ওয়ান স্টপ ক্রাইসিস সেন্টার (OCC) ঢাকাসহ বাংলাদেশের ছয়টি বিভাগীয় শহরের মেডিক্যাল কলেজ হাসপাতাল গুলোতে স্থাপিত ওসিসি সেন্টারে বিশেষত নির্যাতনের শিকার মহিলাদের মনোবৈজ্ঞানিক সেবা প্রদান করা হয়। এছাড়াও অভিজ্ঞ চিকিৎসা মনোবিজ্ঞানীগণ ব্যক্তিগতভাবে সাইকোথেরাপী প্রদান করে থাকেন।

কালাইয়ের কিডনি বিক্রয়কারীদের জন্য বিনামূল্যে চিকিৎসা ক্যাম্প চালু

দৈনিক করতোয়া ও বিভিন্ন জাতীয় দৈনিক পত্রিকা এবং ইলেকট্রনিক মিডিয়াতে দরিদ্রতা, প্রচন্ড অভাব, বিভিন্ন এনজিওর কিস্তির চাপ আর দাদন ব্যবসায়ীদের সুদের টাকার যোগান দেয়ার তাগিদে জয়পুরহাটের কালাইয়ে কিডনি বিক্রির মতো মারাত্মক ঝুঁকি গ্রহণের প্রবণতা বৃদ্ধি পাওয়ার খবর প্রচার হওয়ায় প্রশাসনের টনক নড়ে। কালাই উপজেলার লোকজনের মাঝে সচেতনতা সৃষ্টির জন্য মাইকিং করে প্রচারণা চালানো হয়। যাতে করে এ ধরনের কাজ থেকে এলাকাবাসী বিরত থাকে। শেষ খবর পাওয়া পর্যন্ত জানা যায়, এ এলাকার প্রায় ৩শ' লোক এপর্যন্ত তাদের কিডনি বিক্রি করেছেন। বর্তমানে অপেক্ষমান আছেন আরও প্রায় ৩০-৩৫ জন । ফলে বিষয়টি নিয়ে জেলা প্রশাসনের মধ্যে গভীর উদ্বেগ দেখা দেয়। এমতাবস্থায় জেলা প্রশাসনের উদ্যোগে জয়পুরহাটের কালাই উপজেলার মাত্রাই,আহম্মেদাবাদ ও উদয়পুর ইউনিয়নের কিডনি বিক্রয়কারীদের জন্য গতকাল রোববার সকাল ৯টা থেকে দুটি ক্যাম্পে বিনামূল্যে চিকিৎসা সেবা দেয়া হয়। বিনামূল্যে চিকিৎসা ক্যাম্প চালু করা হলেও অনেকেই ভয়ে ক্যাম্পে উপস্থিততো হননিই, অধিকন্তু তারা আত্মগোপন করে থাকেন। ক্যাম্প দুটি হলো যথাক্রমে বৈরাগীহাট চত্ত্বর ও মাত্রাই ইউনিয়ন পরিষদ ভবন। ক্যাম্প দুটিতে বিভিন্ন গ্রাম থেকে মোট ১১ জন রোগী চিকিৎসাসেবা নিতে আসেন। এরা হলেন আহম্মেদাবাদ ইউনিয়নের রাঘবপুর গ্রামের মৃত ইয়াসিন আলী ম লের ছেলে সেকেন্দার আলী ম ল(২৮),উদয়পুর ইউনিয়নের বাগইল গ্রামের আজিজার রহমানের ছেলে মিজানুর রহমান(২৬), মাত্রাই ইউনিয়নের ভেরে ী গ্রামের একই পরিবারের পিতা জাহান আলম, ছেলে মেহেরুল, পুত্রবধূ সেলিনা এবং ছোট ছেলে শাহারুল ইসলাম, একই গ্রামের ফারুকের স্ত্রী মাহমুদা বেগম, মফিদুল ইসলাম, আইনূল ইসলাম, আব্দুল ওহাব এবং তার স্ত্রী রেবেকা বেগম। এধরনের অনৈতিক কার্যকলাপের সাথে আন্তর্জাতিক সিন্ডিকেট চক্র জড়িত আছে বলে এলাকার সচেতন মহল ধারণা করছেন। সরেজমিন উপজেলার আহম্মেদাবাদ ইউনিয়নের রাঘবপুর গ্রামের মৃত ইয়াসিন আলীর ছেলে সেকেন্দার আলী (২৮), মাত্রাই ইউনিয়নের সাঁতার গ্রামের সৈয়দ আলী, ভেরেন্ডি গ্রামের জাহা আলম ও মেহেরুল, বহুতি গ্রামের শুকুর আলীর সাথে কথা বলে জানা যায়, তারা সকলেই কোন না কোনভাবে অভাবের তাড়নায় দিনযাপন করছিলেন। কেউ এনজিও থেকে ঋণ নিয়ে কিস্তির চাপে ছিলেন, কেউবা চড়া সুদে মহাজনের কাছ থেকে টাকা কর্জ করেছিলেন। কেউ কেউ তাসপাশা আবার কেউ কেউ মাদকসহ নানা নেশা করে জমিজমা খুইয়ে ধারদেনাগ্রস্ত হয়েছিলেন। এমতাবস্থায় উপায়ন্ত না দেখে তারা হতাশাগ্রস্ত হয়ে পড়েছিলেন। তাদের এমন অভাবের সুযোগ কাজে লাগিয়ে কিডনি বিক্রি চক্রের একটি মহল দীর্ঘ দিন থেকে সুকৌশলে অনেককে কিডনি বিক্রি করতে উদ্বুদ্ধ করে। কিন্তু কিডনি বিক্রিতেরা তাদের মূল্যবান কিডনির যথার্থ মূল্য থেকে বঞ্চিত হন। আর মোটা অংকের মুনাফা লোটে দালাল চক্রের লোকেরা। কিডনি বিক্রেতাদের দেয়া হয় দেড় থেকে আড়াই লাখ টাকা। কিন্তু দালালরা তাদের কিডনি বিক্রি করে দেয় ৭-৮ লাখ টাকায়। উদ্ভূত পরিস্থিতিতে এলাকার গণমানুষ অমানবিক এ কার্যকলাপ বন্ধের জন্য দ্রুত সংশিষ্ট কর্তৃপক্ষের কঠোর হস্তক্ষেপ কামনা করলে জয়পুরহাটের জেলা প্রশাসক এলাকায় কিডনি কিক্রিকারী চক্রের অপতৎপরতা বন্ধে এবং কিডনি বিক্রয়কারী ভিকটিমদের বিনামূল্যে চিকিৎসাসেবা দেয়ার জন্য এলাকায় তাৎক্ষণিক চিকিৎসা ক্যাম্প স্থাপনসহ আজীবন তাদের চিকিৎসাসেবা দেয়ার যাবতীয় পদক্ষেপ গ্রহণ করেন।চিকিৎসা ক্যাম্পে বিশেষজ্ঞ চিকিৎসক হিসেবে রয়েছেন কনসালট্যান্ট সার্জন ও ইউরোলজিস্ট ডা. মু. ইয়াছের আরাফাত। এ সময় জেলা প্রশাসক অশোক কুমার বিশ্বাস,ভারপ্রাপ্ত সিভিল সার্জন ডা. মোজাম্মেল হক, কালাই উপজেলা স্বাস্থ্য কমপ্লেক্সের আবাসিক মেডিক্যাল অফিসার এবং ভারপ্রাপ্ত প্রশাসক (টিএইচএ) ডা. আবু হোসেনসহ তিনটি ইউনিয়নের নব নির্বাচিত চেয়ারম্যানগণ উপস্থিত ছিলেন।
